Hi Cardiarms, the carved head is on the Town Hall facing Oxford Place.

That was a clue and the fence stops you tresspassing.
If a door handle poses no problems I'm sure these wont either.

Yup - above the Merrion Centre car park entrance. You win a two hour trolley dash around the Merrion Market.

Its just above the door that they used to take the prisoners out from and then in the van and up to the big house.
